I have a workstation and I need Intel compiler to run Cosmomc. Our institute does not provide intel compiler so I have to arrange for it on my own. I will be grateful if you can let me know whether I can use non-commercial version of Intel Parallel Studio XE.

I don't know, but you could use gfortran (version 6+).
