The update includes:
Fixed issue calling CAMB programmatically, e.g. with tensors and lensing
Can you be more specific?

In particular, I'm wondering if this fix (which I haven't updated to yet) explains why I appear to have no constraint on r when running cosmomc using the 2009 BICEP data release.

Possibly, I don't recall exactly though I think r constraints were coming out wrong/zero (but possibly only for tensors with Planck lensing likelihood).
You can get access to the git repository if you want to track exact change history.

Or the constraint is weaker than the assumed r prior range.
