changing the params.ini file

Dear all
Can you tell me about the meaning of the following line of params.ini file:
parameter start center, min, max, start width, st. dev. estimate
especially I like to know more about the "start wisth" and "st. dev. estimate".
I have 2 parameters that have been estimated as:
0.02 0.003 0.3 0.001 0.001
0.0002 0.00003 0.005 0.00001 0.00001
but I do not know how the 4th and 5th culomns must be determined.
