matter power spectrum

In the files lya.f90 and SDSSLy-a-v3.f90 I have noticed a function called
MatterPowerAt(argument,argument). Can someone tell me what does it do and where in cosmomc I can find the code for the subroutine ?

Those modules are out of date now. Now you'd use the PK%PowerAt function - see the wigglez files for an example.

I have seen many plots of lyman alpha matter power spectrum with error bars in various papers...... are they available in a form of dataset? (i.e in the format of k,p(k),covmat)?
