It looks like if the neutrino is not highly non relativistic, the hierarchy for the semi-relativistic regime is immediately used even if the neutrino is highly relativistic. Then if the neutrino is highly relativistic, the hierarchy for that regime is also implemented.
Why is it that if the neutrino is highly relativistic, the hierarchies for both the highly relativistic and semi-relativistic regimes are implemented?

It uses one extra hierarchy (from appendix of 1201.3654) to calculate the leading correction from the mass even when the mass effect is small.
